There are a few eBooks at ticalc.org and here at TICT-HQ. There may also be other sites dedicated to TI-89/92+/V200 eBooks. (There once was a huge one, but I am not sure it is still up, since much of is content was illegally-reproduced copyrighted material, and I don't know the current URL.)
As for your second question, a plain TI-92 or a TI-92 II or TI-92 E is not worth your money. Those are outdated models, and they are not software-upgradeable unless you add a hardware upgrade called the Plus module, which is hard to find nowadays (since it is no longer produced) and expensive. A TI-92+ or Voyage 200 is worth your money, as is a TI-89. Those can be upgraded to the current version of the Advanced Mathematics Software with its new features (quite a few important ones that are not in the TI-92/92II/92E OS) and bugfixes. |

it was originally hosted by members.xoom.com, wasn't it? All those sites got shut down when NBCi (the company that owned XOOM) stopped offering the english version of the service... (xoom.it is still up, but i don't know if the size of the accounts is the same or not...)

TICalc.org has a decent selection, although, not much there I would read myself, except for the KJV, C++ Guide, and War of the Worlds.
